Why does my child forget instructions before reaching the top of the stairs?

Shoes off, lunchbox on the counter, backpack by the door: three simple steps, given once, at the bottom of the stairs. Ninety seconds later, one step survived the trip up. This is not defiance and it is not carelessness. It has a name, and researchers who study it can tell you almost exactly where the third instruction went.
The name is working memory: the small mental workspace that holds what you are using right now, as opposed to what is simply stored away. A recent review in the journal Cognitive Research describes it as the activated slice of long-term memory, kept accessible only as long as attention keeps paying for it. Long-term memory can hold a name for decades without effort. Working memory has to be actively maintained, and the moment attention shifts, whatever it was holding can slip.
A workspace built for three or four things
How much can that workspace actually hold? The honest answer is: not much, and researchers still argue over exactly how little. Nelson Cowan’s influential review put the adult limit at around four meaningful chunks at a time. Earlier work by George Miller had suggested something closer to seven. A 2024 study revisiting the question found support for both figures depending on how the task was measured, which is itself the useful takeaway: the ceiling is low, somewhere in the region of three to seven items, and it climbs only gradually across childhood before settling near adult levels around age fourteen or fifteen. A three-part instruction is not a small ask for a young child. It is close to the whole workspace.
Add a fourth item, a sequence that matters (shoes, then backpack, then lunchbox, in that order), or a sibling shouting from the next room, and something falls out. It is usually the middle step. First and last tend to survive; whatever sat in between gets overwritten first.
What this looks like at school, not just at the stairs
Researchers at Cambridge’s MRC Cognition and Brain Sciences Unit, working with Susan Gathercole’s group, have studied this pattern directly in classrooms. Children with weaker working memory were, in their observations, frequently inattentive: not because they had stopped caring, but because they had genuinely lost the thread of an instruction partway through and had nothing left to act on. The same children are often described by adults as forgetful or reluctant to answer, when the more accurate description is that the task outgrew what their workspace could hold. Working memory ability tracks closely with how children perform on classroom tasks that combine holding information and doing something with it at the same time, which describes most instructions and most homework.
A forgotten middle step is rarely a forgotten priority. It is a workspace that ran out of room.
Lowering the load without lowering expectations
None of this means expecting less. It means asking the workspace to carry less at once, so the child can actually meet the expectation.
- Give one instruction at a time for younger children, and check the first is done before adding the next
- Write multi-step instructions down, or turn them into a short visible checklist by the door
- Keep the sequence in view: a chart or list beats a list held only in memory
- Pair a new instruction with a routine that already runs on autopilot, so it rides along instead of competing
- Say it once, calmly, rather than repeating over a child who has already moved on to acting on it
This applies just as much to homework as to shoes and lunchboxes. A worksheet that says ’read the passage, underline the verbs, then answer in full sentences’ is three instructions stacked into one line, and a child who does only the first is not being lazy. Breaking it into steps written down, one visible at a time, often fixes more than a stern reminder ever does.
It is worth being honest about the limits too. Working memory training games have been marketed for years on the promise of raising this capacity generally, and the evidence for that broader transfer remains thin: practice tends to improve the specific game, not instruction-following at the stairs. And an occasional forgotten step is completely ordinary at any age. What is worth a closer look, ideally with a teacher or a pediatrician, is a pattern that shows up everywhere, at home and at school, well beyond what is typical for the age.
So the next time a two-step trip upstairs comes back one step short, it helps to remember what actually happened on the way: not a child who stopped listening, but a small workspace that was simply full.
